DCAM PART-66 AIRCRAFT MAINTENANCE LICENCE (AML)


1.0 INTRODUCTION

1.1 Pursuant to the certification privileges as defined in the regulations 30(6) and 31 of the Civil Aviation Regulation 1996 (CAR 1996), the Director General of Civil Aviation (DGCA) shall grant aircraft maintenance licences upon being satisfied that the applicant is a fit person to hold licence and has furnished the evidence and passed the examinations and tests as the DGCA may require of him for the purpose of establishing that the applicant has sufficient knowledge, experience, competence and skill in aeronautical engineering.

1.2 Applicant for Aircraft Maintenance Licence (AML) shall be qualified in accordance with the provisions of this Notice.

1.3 Malaysian Aircraft Maintenance Licences are granted in accordance with the current Standards of the International Civil Aviation Organisation (ICAO) contained in Annex 1 to the Convention.


2.0 EFFECTIVE DATE

2.1 Effective from 1 January 2011 DGCA shall only issue AML in accordance with this Notice.

2.2 Effective from 1 January 2011 a person who holds Malaysian Aircraft Maintenance Engineering Licence (AMEL) issued under previous licensing system which is based on British Civil Aviation Requirements (BCAR) Section L issued in accordance with Airworthiness Notice No.5 will have their licence converted to DCAM Part-66 Licence format upon renewal of licence.

2.3 Effective from 1 July 2011, DCAM Part-66 module examination will be made available.


3.0 DEFINITIONS

3.1 Within the scope of this Notice, the following definitions shall apply:
a) ‘Certifying staff’ means personnel responsible for the release of an aircraft or a component after maintenance.
b) ‘Aircraft Maintenance Licence’ or AML means a licence issued by DGCA in accordance with this Notice.
c) ‘Category A certifier’ means an Aircraft Maintenance Technician issued with DCAM Part-66 Licence for issuance of Certificate of Release to Service (CRS) with limited certification privileges for the purpose of regulation 30(6) of CAR 1996.
d) ‘Category B certifier’ means an Aircraft Maintenance Engineer issued with DCAM Part-66 Licence with full certification privileges as defined in regulation 31 CAR 1996.
e) ‘Validator’ means an approved person by DGCA, Approved Maintenance Organisation (AMO), Approved Maintenance Training Organisation (ATO) or licenced personnel who is responsible to train and validate the skill training or experience acquisition of an aircraft maintenance trainee.
f) ‘Practical Assessor’ means an approved person by DGCA whose name is reflected in the Exposition of an AMO or ATO to conduct the practical assessment.
g) ‘DCAM Part-66 Logbook’ means an approved document for experience gathering and evidence of assessments. This logbook will also include Schedule of Works.


4.0 AEROPLANES AND HELICOPTERS

4.1 This section establishes the requirements for the issue of an AML and conditions of its validity and use, for aeroplanes and helicopters.

4.2 The following are categories and subcategories in relations to combination of aeroplanes, helicopters, turbine and piston engines:
a) Category A (Aircraft Maintenance Technician)
Subcategories:
i) A1 - Aeroplanes Turbine
ii) A2 - Aeroplanes Piston
iii) A3 - Helicopters Turbine
iv) A4 - Helicopters Piston
b) Category B1 (Aircraft Maintenance Engineer – Mechanical)
Subcategories:
i) B1.1 - Aeroplanes Turbine
ii) B1.2 - Aeroplanes Piston
iii) B1.3 - Helicopters Turbine
iv) B1.4 - Helicopters Piston
c) Category B2 (Aircraft Maintenance Engineer – Avionics)

4.2 Eligibility

An applicant for an AML shall be at least 21 years of age.

4.3 Privileges

a) Subject to compliance with paragraph (b) hereof, the following privileges shall apply:

i) Category A AML for technicians permits the holder to issue certificates of release to service (CRS) following minor scheduled line maintenance and simple defect rectification within the limits of tasks specifically endorsed on the licence. The certification privileges shall be restricted to work that the licence holder has personally performed in an appropriately AMO.

ii) Category B1 AML for engineers or AMEL, as defined under regulation 31 of CAR 1996, shall permit the holder to issue certificates following maintenance including aircraft structure, powerplant and mechanical and electrical systems. Replacement of avionic line replaceable units, requiring simple tests to prove their serviceability, shall also be included in the privileges. The certificates to be issued are:
1. certificates of release to service in respect of overhaul, inspections, repair, replacement, modification and scheduled maintenance inspection so approved
2. certificates of fitness of aircrafts for flight under the 'A Conditions" set out in the Second Schedule of CAR 1996.
Note: Category B1 holder automatically covers DCAM Part-66 Category A sub-category certification privileges.

iii) Category B2 AML for engineers or AMEL, as defined under regulation 31 of CAR 1996, shall permit the holder to issue certificates following maintenance on avionic and electrical systems. The certificates to be issued are certificates of release to service in respect of overhaul, inspection, repair, replacement, modification and schedule maintenance inspection so approved.
Note: Category B2 holders are required to obtain DCAM Part-66 Category A AML to qualify for Category A certification privileges.

b) The holder of an AML may not exercise certification privileges unless:

i) he is in compliance with the applicable requirements of an appropriately approved maintenance organisation;

ii) in the preceding two (2) year period he has, either had six (6) months of maintenance experience in accordance with the privileges granted by the aircraft maintenance licence or, met the provision for the issue of the appropriate privileges;

iii) he has the adequate competency to certify maintenance on the corresponding aircraft; and

iv) he is able to meet the competency level in the English language.

4.4 Evidence of qualification
Personnel exercising certification privileges must produce their licence, as evidence of qualification, if requested by an authorised person, within twenty four (24) hours.

4.5 Basic knowledge requirements
a) An applicant for DCAM Part-66 module examination shall:
i) submit an application which is acceptable in content and presentation as per JPA 33;

ii) provide evidence of qualification at least SPM (Sijil Pelajaran Malaysia) or equivalent which is acceptable to the DGCA with credits in English language;

iii) pay appropriate fee.

b) An applicant for an AML or the addition of a category or subcategory to such an aircraft maintenance licence shall demonstrate, by examination, a level of knowledge in the appropriate subject modules in accordance with the Basic Knowledge Requirements as specified in Appendix 1 to this Notice. The basic knowledge examinations shall be conducted by an appropriate ATO or by DGCA.

c) Full or partial credit against the basic knowledge requirements and associated examination shall be given for any other technical qualification considered by the DGCA to be equivalent to the knowledge standard of this Notice.

4.6 Experience requirements

a) An applicant for an AML shall have acquired:

i) for category A and subcategories B1.2 and B1.4:
1. three (3) years of practical maintenance experience on operating aircraft, if the applicant has no previous relevant technical training; or
2. two (2) years of practical maintenance experience on operating aircraft and completion of training considered relevant by DGCA as a skilled worker in a technical trade; or
3. one (1) year of practical maintenance experience on operating aircraft and completion of an appropriately approved basic training course.

ii) for category B2 and subcategories B1.1 and B1.3:
1. five (5) years of practical maintenance experience on operating aircraft if the applicant has no previous relevant technical training; or
2. three (3) years of practical maintenance experience on operating aircraft and completion of training considered relevant by the DCAM as a skilled worker in a technical trade; or
3. two (2) years of practical maintenance experience on operating aircraft and completion of an appropriately approved basic training course.

b) An applicant for an extension to an AML shall have a minimum civil aircraft maintenance experience requirement appropriate to the additional category or subcategory of licence applied for as defined in the Experience Requirements For Extension Of DCAM Part 66 AML in Appendix 4 to this Notice.

c) For category A, B1 and B2 the experience must be practical which means being involved with a representative cross section of maintenance tasks on aircraft.

d) For all applicants, at least one (1) year of the required experience must be recent maintenance experience on aircraft of the category/subcategory for which the initial AML is sought. For subsequent category/subcategory additions to an existing AML, the additional recent maintenance experience required may be less than one (1) year, but must be at least three (3) months. The required experience must be dependent upon the difference between the licence category/subcategory held and applied for. Such additional experience must be typical of the new licence category/subcategory sought.

e) Notwithstanding paragraph (a), aircraft maintenance experience gained outside a civil aircraft maintenance environment shall be accepted when such maintenance is equivalent to that required by this Notice as established by the DGCA. Additional experience of civil aircraft maintenance shall, however, be required to ensure understanding of the civil aircraft maintenance environment.

Note: The aforementioned ‘maintenance experience’ refers to a documented Schedule of Inspection work that is compiled in an appropriate format as agreed by DGCA.

4.7 Continued validity of the aircraft maintenance licence

The AML is only valid for two (2) years from date of issue or renewal. The expiry date shall be specified on the AML.

4.8 Type training and ratings

a) A type rated AML holder may exercise the certification privileges in respect of that type provided that:- i) the aircraft is on the Malaysian Register; and ii) the holder familiarises himself with the type by attending and passed required examination an appropriate type course under an appropriate ATO or participate in a training program acceptable to the DGCA.

b) To qualify for a DCAM type rating endorsement on a specific type of aircraft, the applicant shall posses aircraft type certification privileges from an appropriately approved maintenance organisation.

c) The holder of a category A AML may only exercise certification privileges on a specific aircraft type following the satisfactory completion of the relevant Category A aircraft task training carried out by an appropriately approved maintenance organisation or ATO. The training shall include practical hands-on training and theoretical training as appropriate for each task authorised. Satisfactory completion of training shall be demonstrated by an examination and/or by workplace assessment carried out by an appropriately approved maintenance organisation or appropriate ATO.

d) The endorsement of Category A Type Ratings is at the discretion of the DGCA. Evidence will be required that the experience claimed is sufficiently and broadly based to be compatible with the increased certification privileges of a specific aircraft. In this regard, the applicant may be required to be interviewed by the DGCA. The certification privileges are limited by the task individually performed by the holder as defined by appropriately approved maintenance organisation.

e) The holder of a category B1 or B2 AML shall only exercise certification privileges on a specific aircraft type that when the aircraft maintenance licence is endorsed with the appropriate aircraft type rating.

f) The endorsement of Category B1 or B2 Type Ratings is at the discretion of the DGCA. Evidence will be required that the experience claimed is sufficiently and broadly based to be compatible with the increased certification privileges of a specific aircraft. In this regard, the applicant may be required to be interviewed by the DGCA.

g) Aircraft type ratings shall be granted following satisfactory completion of the relevant category B1 or B2 aircraft type training approved by the DGCA or conducted by an appropriate ATO. Application for endorsement of type rating shall be made within two (2) years of successful completion of the relevant aircraft type course.

h)Category B1 and B2 approved type training shall include theoretical and practical elements and consist of the appropriate course in relation to paragraph 4.3 of this Notice. Theoretical and practical training shall comply with the Type Training And Examination Standards in Appendix 3 of this Notice.

i) Completion of approved aircraft type training, as required by paragraphs (f) to (h) hereof, shall be demonstrated by an examination. The examination shall comply with the Type Training And Examination Standard in Appendix 3 of this Notice. The examinations in respect of category B1 or B2 aircraft type ratings shall be conducted by appropriate ATO. Type aircraft certification privileges shall be issued with documented evidence of assessment conducted by Practical Assessor.

7.0 APPLICATION FOR AIRCRAFT MAINTENANCE LICENCE

7.1 General

a) An applicant for grant / renewal / extension of AML shall:

i) submit an application which is acceptable in content and presentation as per JPA 32;

ii) provide evidence of acceptable experience and any training course requirements relevant to the application; and

iii) pay appropriate fee.

b) For initial grant of licence, the applicant shall be able to read, write, interpret technical reports and carry out technical discussions to an acceptable defined competency level in the English language.

7.2 Application through ATO

a) Candidates who have completed the training course provided by an ATO may apply to DGCA for the grant of AML.

b) The application submitted to DGCA shall be supported with the following documentation:

i) Evidence of competency in theoretical knowledge and the English language;

ii) Evidence of competency in practical skills certified by a Validator;

iii) Evidence of practical assessments in aircraft maintenance experience certified by a Practical Assessor; and

iv) Recommendation from the ATO.

7.3 Application from Airline/Air Operator or AMO personnel

a) Candidates who are presently employed in an aircraft maintenance organisation may submit their application for module examination by using form JPA 33.

b) The applicant is responsible to ensure that he is taking the correct module(s) required for the relevant licence categories in accordance with the schedule in the DCAM Part 66 Yearly Module Exam Schedule as in Appendix 5 of this Notice.

c) Application for the module examination is subjected to appropriate fee.

d) Evidence of validated aircraft maintenance experience shall be recorded in DCAM Part-66 Log Books, supported with Schedule of Work and submitted to DGCA with the application.

e) Qualification on basic subjects for each DCAM Part-66 AML category or subcategory shall be in accordance with the Basic Knowledge Requirement as specified in Appendix 1 and the Basic Examination Standard as in Appendix 2 of this Notice.

f) The application shall be submitted to DGCA using form JPA 32 and be supported with the following documentation:

i) Evidence of competency in theoretical knowledge and English language;

ii) Evidence of competency in practical skills certified by a Validator;

iii) Evidence of practical assessments in aircraft maintenance experience certified by a Practical Assessor; and

iv) Recommendation from the AMO candidate is currently working with.

7.4 Application from Military Personnel

a) Military personnel may submit their application for module examination by using form JPA 33.

b) The applicant is responsible to ensure that he is taking the correct module(s) required for the relevant licence categories in accordance with the DCAM Part 66 Yearly Module Exam Schedule in Appendix 5 of this Notice.

c) Application for the module examination is subjected to appropriate fee.

d) Applications for grant of licence from military personnel who are actively involved in maintenance of military aircraft shall be subjected to the following requirements:

i) Minimum of two (2) years direct involvement in maintenance of aircraft for the application of Category A AML, or three (3) years direct involvement in maintenance of aircraft for the application of Category B AML.

ii) Twenty four (24) months preceding application, applicant shall be solely involved in the maintenance of aircraft. Maintenance experience in military transport aircraft is encouraged.

iii) Schedule of work showing experience of maintenance work in military and/or civil aircraft, certified by the commanding officer or an appropriate person for civil aircraft respectively.

iv) In addition to the above mentioned paragraphs (i, ii and iii), an applicant may only apply upon leaving the military service, with evidence from the relevant authority presented to DGCA upon application.

e) The application shall be submitted to DGCA using form JPA 32 and be supported with the following documentation:

i) Evidence of competency in theoretical knowledge and English language;

ii) Evidence of competency in practical skills;

iii) Evidence of practical assessments in aircraft maintenance experience; and

iv) Recommendation from an ATO.

7.5 Application from existing holders of DCAM AMEL issued in accordance with Airworthiness Notice No.5.

a) Current AMEL holders who wish to apply for DCAM Part-66 Licence shall fill in form JPA 32 and submit with their copy of current licence.

b) The original licence shall be surrendered to DGCA once their new DCAM Part-66 Licence is issued.

c) Limitation Number as per DCAM Part 66 AML Limitations in Appendix 6 shall be noted in the DCAM Part-66 Licence.

d) In order to remove the limitations the candidates are required to pass the applicable modules examination as per DCAM Part 66 AML Limitations in Appendix 6.


8.0 TRANSITIONS

8.1 In implementing this Notice, some adjustments and modifications may need to be made to the current relevant ANs. All matters with regards to such adjustments and modifications shall be referred to and decided by DGCA in the best interest of the regulator and the industry.
